Rastriya Arogya Nidhi ( Fund For Cancer Treatment)


The “Health Minister’s Cancer Patient Fund (HMCPF) within the Rashtriya Arogya Nidhi (RAN)” has also been set up in 2009.
 In order to utilize the Health Minister’s Cancer Patient Fund, the Revolving Fund as under RAN, has been established in 27 Regional Cancer Centres (RCCs). Such step would ensure and speed up financial assistance to needy patients and help fulfill the objective of HMCPF under RAN. The financial assistance to a Cancer Patient up to Rs. 2,00,000/- (Rs. Two lakh only) [Rs. 5,00,000/- in emergency cases], would be processed by the RCC concerned, on whose disposal the Revolving Fund has been placed. Individual cases, which require assistance of more than Rs. 2.00 lakh is to be sent to the Ministry for processing. Revolving Funds have been created in all the 27 Regional Cancer Centres (RCCs) and funds upto Rs. 50 lakhs will be placed at their disposal. The Revolving Funds will be replenished on fulfillment of conditions regarding submission of utilization certificate and list of beneficiaries

 Eligibility for Health Minister’s Cancer Patient Fund (HMCPF) within RAN :
1. The fund will provide financial assistance to patients, living below poverty line who is suffering from Cancer.
 2. Assistance is admissible for treatment in 27 Regional Cancer Centre(s) (RCC) only.
 3. Central Govt./State Govt. /PSU employees are not eligible for financial assistance from HMCPF. 4. Grant from HMCPF would not be used where treatment /facilities for cancer treatment are available free of cost.


How to avail benefits
To avail financial assistance under HMCPF, the patient is required to submit :
  1. application form in prescribed proforma duly signed by the treating doctor and  countersigned by the Medical Superintendent of the Government hospital/institute/Regional Cancer Centre.
  2. Copy of the income certificate.
  3. Copy of the ration card.
  4. Revolving Funds have been set up in 27 RCCs and funds upto 50 lakhs are placed at their disposal for providing treatment upto Rs. 2 lakh in each case.
  5. Cases involving treatment beyond 2 lakh are referred to Ministry of Health & Family Welfare, Government of India for providing funds.

Meghdoot APP (To assist the farmers)


Meghdoot will be available for 150 districts

Meghdoot app will provide forecast to farmers relating to temperature, rainfall, humidity etc

The app has been integrated with WhatsApp and Facebook as well

In a bid to further the Digital India initiative, and bring technology to farmers, the ministries of Earth Sciences and Agriculture have launched a mobile application — Meghdoot — that will provide location, and crop and livestock-specific weather-based agro advisories to farmers in local languages.

At the launch, minister for Earth Science, Science and Technology Dr. Harsh Vardhan introduced the app. Meghdoot app will provide forecast to farmers relating to temperature, rainfall, humidity, and wind speed and direction, which play critical roles in agricultural operations and how to take care of the crops and livestock. The information would be updated twice a week on Tuesdays and Fridays.

To begin with, the service would be available for 150 districts in different parts of the country. It will be extended to rest of the country in a phased manner over the next one year. The app is available on Google Play Store and App Store.

The users will have to register their name and location so that they can get area specific information. It has been developed by the India Meteorological Department and Indian Institute of Tropical meteorology and the Indian Council of Agricultural Research.

To make app easy to access and use, it would provide information in the form of images, maps and pictures to help the farmer to have a clearer picture of what is in store. The app has been integrated with WhatsApp and Facebook as well to help farmers share information among themselves. It will also be integrated with YouTube in the future.

Rs.5000/- STIPEND to JUNIOR ADVOCATES LAWYERS in ANDHRA PRADESH (YSR LAW NESTHAM SCHEME)


Andhra Pradesh govt. is going to start a new YSR Law Nestham Scheme in FY 2019-20. CM Jagan Mohan Reddy will launch this scheme on 3rd December 2019 at the occasion of National Lawyers Day. 
All the junior advocates and lawyers will get Rs. 5,000 per month as stipend. 
Interested persons will have to fill AP YSR Law Nestham Scheme Apply Online Form to make registration & inclusion of name in list of beneficiaries to avail stipend.

The state govt. of Andhra Pradesh has issued a policy and procedures for the development of AP YSR Law Nestham Scheme. Each beneficiary who has applied for YSR Law Nestham Scheme & whose name is present in beneficiary list will get financial assistance of Rs. 5,000 p.m.

Procedure and required eligibility
  • The applicants must upload birth certificate along with law degree. The affidavit should be uploaded as registered with Bar council with verification of senior counsel.
  • The applicants must include aadhar number along with the completed AP YSR Law Nestham Scheme application form. Applicants should report specified bank account details.
  • Senior lawyers with 15 years of practice experience and active in practice with certification from the Bar Association. Junior advocates must submit an affidavit every six months.
  • Only 1 member of family is eligible for AP YSR Law Nestham Scheme. Every applicant must have aadhar card. At the time of issue of bio, junior lawyer’s age must be under 35 years.
  • 4 wheeler in the name of junior lawyer is disqualified and non practicing lawyers are ineligible. In order to apply for AP YSR Law Nestham Scheme, applicant must have a law graduation degree.
  • The law graduation must be completed and name of applicant must be registered on the rolls under Section 17 Advocacy Act 1961 of State Bar Council.
  • The first 3 years of practice registration on the roll is considered in terms of section 22 of the Advocacy Act 1961.


All the junior lawyers will be eligible for a stipend for the remaining 3 years unless the first 3 years of commencement of practice is completed.

MISSION KILKARI (72 audio messages regarding pregnancy,child safety,nutrition,disease control)

which means ‘a baby’s gurgle’, delivers free, weekly, time-appropriate 72 audio messages about pregnancy, child birth and child care directly to families’ mobile phones from the second trimester of pregnancy until the child is one year old. 
Kilakri is being launched in Jharkhand, Odisha, Uttar Pradesh, Uttarakhand and High Priority Districts (HPDs) of Madhya Pradesh and Rajasthan in the first phase.

Mobile Academy is a free audio training course designed to expand and refresh the knowledge base of Accredited Social Health Activists (ASHAs) and improve their communication skills. Mobile Academy offers ASHAs a training opportunity via their mobile phones which is both cost-effective and efficient. It reduces the need to travel – sometimes great distances – and provides them the flexibility they need to learn at their own pace and at times they find convenient. Mobile Academy is being launched in Jharkhand, Madhya Pradesh, Rajasthan and Uttarakhand.


Together, these services aim to improve family health – including family planning, reproductive, maternal and child health, nutrition, sanitation and hygiene – by generating demand for healthy practices by empowerment and capacity building at the individual and community level, and by creating an enabling environment.

The Health Minister appreciated the efforts of Gates Foundation, UNICEF, USAID and other development partners in complimenting the efforts of the Government and invited suggestions from the stakeholders to strengthen the programme further.

SCHEME to prevent MAL-NUTRITION in Children,Adolescents,Pregnant Women,Lactating Mothers




The Union Cabinet chaired by Prime Minister Shri Narendra Modi yesterday has approved setting up of National Nutrition Mission (NNM) with a three year budget of Rs.9046.17 crore commencing from 2017-18. 


Background:

There are a number of schemes directly/indirectly affecting the nutritional status of children 
(0-6 years age) and pregnant women and lactating mothers. Inspite of these, level of malnutrition and related problems in the country is high. There is no dearth of schemes but lack of creating synergy and linking the schemes with each other to achieve common goal. NNM through robust convergence mechanism and other components would strive to create the synergy.

Implementation strategy and targets:

Implementation strategy would be based on intense monitoring and Convergence Action Plan right upto the grass root level. NNM will be rolled out in three phases from 2017-18 to 2019-20. NNM targets to reduce stunting, undernutrition, anemia (among young children, women and adolescent girls) and reduce low birth weight by 2%, 2%, 3% and 2% per annum respectively. Although the target to reduce Stunting is atleast 2% p.a., Mission would strive to achieve reduction in Stunting from 38.4% (NFHS-4) to 25% by 2022 (Mission 25 by 2022).

Benefits & Coverage: 

More than 10 crore people will be benefitted by this programme. All the States and districts will be covered in a phased manner i.e. 315 districts in 2017-18, 235 districts in 2018-19 and remaining districts in 2019-20.

1. The NNM, as an apex body, will monitor, supervise, fix targets and guide the nutrition related interventions across the Ministries. 

2. The proposal consists of 

· mapping of various Schemes contributing towards addressing malnutrition 
· introducing a very robust convergence mechanism
 · ICT based Real Time Monitoring system 
· incentivizing States/UTs for meeting the targets 
· incentivizing Anganwadi Workers (AWWs) for using IT based tools 
· eliminating registers used by AWWs 
· introducing measurement of height of children at the Anganwadi Centres (AWCs)

· setting-up Nutrition Resource Centres, involving masses through Jan Andolan for their participation on nutrition through various activities, among others.
