SCHEME TO REDUCE CHILD MORTALITY & CHILD MARRIAGES IN THE SOCIETY

VAHLI DIKRI YOJANA

The Government of Gujarat has initiated the scheme entitled ”Vahli Dikri Yojana” for girl children of the state. Under this scheme, the Government grants a subsidy of INR 1,10,000 to the families on birth of the first girl child. This scheme aims to finance for the economic empowerment of persons belonging to the Scheduled Castes (SC) families those who are living below the poverty line. In this article, we look at the quantum of assistance, eligibility and application procedure of Vahli Dikri Yojana in detail.
Objective of the Scheme
The primary objective of the Vahli Dikri Yojana is to eliminate child mortality rate and child marriage cases in society. This scheme aims to improve girl child ratio and also promotes girls education in the state. This scheme is implemented in both rural and urban areas.
Eligibility Criteria
The below following are the eligibility criteria required to apply for the Vahli Dikri Yojana:
All the beneficiaries must be a native of Gujarat state.
A family must belong to the EWS (Economically Weaker Section).
The Below Poverty Line (BPL) families are eligible for this scheme.
The applicant should be financially vulnerable.
The beneficial couple should not be income taxpayers.
The applicant must not receive any financial assistance or pension from the Government or other local bodies of Governments.
The scheme offers money to only those students who will complete their high school education.
In the case of more than 2 female students from a family will be not allowed to attain this benefit.
The annual income of the parents, should not cross the limit of Rs.2 lakhs mark.

The applicants must furnish the below following documents along with the Application Form to apply for the Vahli Dikri Yojana:


Identity Proof: PAN Card, Aadhar, Driving License, Voter ID Card, etc.

Online Application Procedure for the Scheme

Vahli Dikri Yojana can be applied by providing a unit to fill up the applications along with the information of the persons who are ready to avail the benefits of this scheme. The online registration procedure for this scheme will be intimated in the official portal by the government. The state government is more likely to opt for an online application process for the ease of the applicants.


Offline Application Procedure

To apply for the Vahli Dikri Yojana, the applicant will have to follow the below step by step procedure:


Step 1: To get the benefits under this scheme, the girl’s parents can visit the Department of Women and Child Development (WCD), Gujarat Government.


Step 2: Get the application form to attach the specified records along with the application form and submit it to the concerned official.


Step 3: Then, the application form will be verified by the concerned officer, if the applications are not fulfilled the conditions are returned for fulfilling all the conditions.


Step 4: Finally, the concerned Tehsil Officer will certify all the documents and send to the District Welfare Officer to certify the application form. Upon submission of the application, the applicant will receive an acknowledgement for further reference.

Financial Support To the TRIBAL BRIDES under Giriputrika Kalyana Pathakam (GOVT.OF ANDHRA PRADESH)


“Giriputhrika Kalyana Pathakam for Tribal Brides of Andhra Pradesh”


Tribal Welfare Department – Tribal Sub Plan 2014-15 – “Giriputhrika Kalyana Pathakam” for extending financial assistance of Rs.50,000/- (Rupees Fifty Thousand  Only) to tribal girls at the time of their marriage – Orders – Issued

1. Eligibility Criteria:

(a) The unmarried girl shall belong to ST community
(b) The unmarried girl shall be a resident of Andhra Pradesh State
(c) The unmarried girl should have completed 18 years of age at the time of marriage
(d) The Wedding of the ST girl shall be on or after 01-04-2015.

2. Income Criteria:

(a) The combined income of the Parents shall not exceed Rs.2,50,000/- per annum.

3. Procedure for application and processing:

(a) Applications shall apply online for the Andhra Pradesh “Giriputhrika Kalyana  Pathakam”  by  accessing  the  website http://epasswebsite.cgg.gov.in through any MEESEVA Center.

(b) The following certificates shall be attached:
(i)  Date of birth – Issued by the Competent Authority through MEESEVA Center.
(ii) Caste Certificate – Issued by the Competent Authority through MEESEVA Center.
(iii) Income Certificate (the certificate shall be latest and shall not be older than 6 months from the date of marriage)
(iv) Aadhaar Card of the bride and bride groom to be scanned and uploaded
(v) A scanned copy of the first page of Bank Pass Book (Savings Account) containing the photo of the bride and the account details in the name of the bride.
(vi) Wedding Card
(vii) Wedding Photograph.
(viii) Letter by the Gram Panchayat/ Church/ Mosque/ any other authority/ institution which has performed the marriage to be scanned and uploaded.
(ix) SSC Memo (Optional)

4.  This scheme cannot be combined with any other scheme such as the incentive award for inter-caste marriage.

5.  This is only a onetime financial assistance and can be availed only once in the life time of an ST girl.

6.  The Project Officer, ITDA/District Tribal Welfare Officer of the Tribal Welfare Department shall process the applications and after due verification of the documents, sanction the amount, to be payable in the Bank Account of the Bride as furnished on the online system. All such claims shall be made through unloading online bills for the scheme.

SAVINGS SCHEME FOR SENIOR CITIZENS BY THE GOVERNMENT


An ideal scheme for senior citizens and for those who have retired either from service, to provide security in old age.

An individual who has attained the age of 60 year or above on the date of opening of an account or an individual who has attained the age of 55 years or more but less than 60 years and has retired under superannuation or otherwise.

A retired Personnel of Defence Services (Excluding Civilian Defence Employees), who has attained the age of 50 years can also subscribe to the scheme subject to fulfilment of other specified conditions.
A depositor may open an account individually or jointly with spouse.

The deposit in the account shall be in the multiples of 1000/- and not exceeding Rs. 15 lakh.
Interest shall be payable from the date of deposit to 31st march/ 30th June/ 30th September/ 31st December on 1st working day of April/July/October/January as the case may be, in the first instance and thereafter, interest shall be payable on 1st working day of April/July/October/January on quarterly basis.

Current Rate of Interest Payable.

The account can be closed after expiry of 5 year from the date of opening of account.
The depositor may extend the account for further period of 3 years.
Premature closure is permissible after expiry of one year from the date of opening account subject to certain conditions.
Deposits in SCSS qualify for deduction u/s 80-C of Income Tax Act.

Sukanya Samriddhi Account has has been introduced vide Government of India Notification No. G.S.R.863(E) dated December 02, 2014 and circulated to Banks by Reserve Bank of India vide their letter No.RBI/2014-15/494/IDMD(DGBA).CDD/No.4052/15.02.006/2014-15 dated 11th March 2015. Facility to open accounts under the scheme is now available at all SBI branches.

Objective: To promote the welfare of Girl Child

Who can open the account: A natural/ legal guardian on behalf of a girl child

Maximum number of accounts: Upto two girl children or three in case of twin girls as second birth or the first birth itself results in three girl children

Minimum and Maximum Amount of Deposit: Min.1000 of initial deposit with multiple of one hundred rupees thereafter with annual ceiling of Rs.150000 in a financial year

Tenure of the Deposit: 21 years from the date of opening of the account

Maximum period upto which deposits can be made: 15 years from the date of opening of the account.

SOCIAL SECURITY PENSION FOR 150 MILLION WORKERS (PMSYM)


Government of India has introduced a pension scheme for unorganised workers namely Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) to ensure old age protection for Unorganised Workers.
who is eligible?
The unorganised workers mostly engaged as home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio- visual workers and similar other occupations whose monthly income is Rs 15,000/ per month or less and belong to the entry age group of 18-40 years. They should not be covered under New Pension Scheme (NPS), Employees’ State Insurance Corporation (ESIC) scheme or Employees’ Provident Fund Organisation (EPFO). Further, he/she should not be an income tax payer.
2. Features of PM-SYM: It is a voluntary and contributory pension scheme, under which the subscriber would receive the following benefits :
(i)    Minimum Assured Pension: Each subscriber under the PM-SYM, shall receive minimum assured pension of Rs 3000/- per month after attaining the age of 60 years.
(ii)   Family Pension: During the receipt of pension, if the subscriber dies, the spouse of the beneficiary shall be entitled to receive 50% of the pension received by the beneficiary as family pension. Family pension is applicable only to spouse.
(iii)   If a beneficiary has given regular contribution and died due to any cause (before age of 60 years), his/her spouse will be entitled to join and continue the scheme subsequently by payment of regular contribution or exit the scheme as per provisions of exit and withdrawal.

INCOME TO THE FARMERS through Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)


With a view to augment the income of the Small and Marginal Farmers (SMFs), the
Government has launched a new Central Sector Scheme, namely, “Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)” in the current financial year.

 The PM-KISAN scheme aims to supplement the financial needs of the SMFs in
procuring various inputs to ensure proper crop health and appropriate yields,
commensurate with the anticipated farm income at the end of the each crop cycle.

 This would also protect them from falling in the clutches of moneylenders for meeting
such expenses and ensure their continuance in the farming activities. 

BENEFITS

Under the Scheme, a direct payment of Rs. 6000 per year will be transferred in three
equal installments of Rs. 2000 each every four months into the Aadhar ceded bank
accounts of eligible landholding SMFs families.

All Women at Central Govt/Private Offices can now register sexual harassment complaints online


The Ministry of Women and Child Development has linked SHe-Box, the online portal to report complaints of Sexual Harassment at Workplace, to all the Central Ministries, Departments and 653 districts across 33 States/Union Territories.
For prompt disposal of complaints on SHe-Box, each case goes directly to the central/ state authority concerned having jurisdiction to take action in the matter. Cases on She-Box can be monitored by the complainants and Ministry WCD, reducing the time taken in case disposal. 
 About SHe-box:

  • What is it? It is an online complaint management system for registering complaints related to sexual harassment at workplace. It was launched by the Ministry of Women and Child Development. The complaint management system has been developed to ensure the effective implementation of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act (the SH Act), 2013.
  • How it works? Once a complaint is submitted to the portal, it will be directly sent to the Internal Complaints Committee (ICC) of the concerned Ministry/Department/PSU/Autonomous Body etc. having jurisdiction to inquire into the complaint. Through this portal, WCD as well as complainant can monitor the progress of inquiry conducted by the ICC.

A Tribute To The Fallen Heroes

As the internal security began to gradually shape up in post independence era of our country, the pressing concern remained from external threats. A bitter partition, leading to creation of Pakistan and ensuing bloodbath ensured our pre occupancy in times to come.

In these testing times, an unprecedented event unfolded which was testimony of the bravery of entire police fraternity, leaving an immemorial imprint for generations to imbibe.
As the winter was just about to commence in rest of the country in October of 1959, it was already freezing cold in Hot Spring of Ladakh region. Throwing caution to the wind on 21st October that year, mighty Chinese Army, equipped with sophisticated weaponry of the time and without any provocation or warning, ambushed a small CRPF patrol party. Our troops were heavily outnumbered, both in terms of men and machine. Undeterred by the adverse circumstances, CRPF men rose to the occasion and launched an audacious counter offensive.
As the battle smog settled down, 10 of our bravehearts had laid down their lives and 7 others sustained serious injuries. This was not an ordinary skirmish on the border. Just a handful of CRPF jawans had thwarted dangerous designs of the regular Chinese Army, eyeing to penetrate much beyond. Against every possible odd, CRPF men stood ground and ensured no further advance by Chinese soldiers. If brakes would have not been applied on the incursion, it had the potential to escalate into full fledged war.
The courage and mettle displayed by these men became a source of pride and motivation, not only for CRPF but for entire police fraternity. Paying homage to their valor and gallant spirit since then, all Police organizations celebrate 21st October every year as ‘Police Commemoration Day’.
CRPF has since then victoriously graduated to become the mainstay of internal security and has been involved in neutralizing numerous hostile insurgencies, which have threatened to rupture the very basic of the constitution and derail our democracy. Though it has been omnipresent through the length and breadth of India, stepping up the ante whenever required, it has a notable association with Jharkhand.
The State has a special reason to boast of in the acclaimed achievements of the Force. 55 CRPF personnel hailing from Jharkhand have sacrificed their lives while battling various adversaries across the Country whereas 115 CRPF men have attained martyrdom in Jharkhand during Anti-Naxal Operations since creation of the State in 2000. 

A policeman in uniform lives for honor of the nation and dreams of an eternal grandeur during the moment of reckoning before sleeping peacefully in lap of the motherland.

He lives and dies for this passion and there is no greater glory than to disintegrate while adorning the very uniform. The soil of Jharkhand has just been the ideal catalyst in evoking patriotism and bringing laurels for Khaki. This year also happen to witness the brave martyrdom of couple of CRPF men in line of duty.
On 15th of April this year when electoral process for Lok Sabha elections was underway in Jharkhand, Naxals dared to launch a misadventurous attack for creating sensation in Giridih district. Constable Biswajit Chowhan of 7 Battalion of CRPF fought bravely in repelling the attack but unfortunately lost his life during the exchange of fire.
 A little more than a month later on 28th of May when Lok Sabha elections had just concluded, a massive encounter broke out between CoBRA troops and Naxals in Saraikela Kharsawan district. Naxals were forced to abandon the well built hideout and they simply ran for their lives. Amidst this, however, Constable Sunil Kalita of the elite 209 CoBRA battalion of CRPF sustained grievious injuries. He later succumbed at AIIMS in Delhi on 13th June and attained martyrdom.
Jharkhand Police also has a rich legacy of making supreme sacrifice while keeping Naxals at bay. The prominent ones among them are couple of district SPs. Senior Officers in IPS like Ajay Kumar Singh, while being SP, Lohardaga attained martyrdom on 4th October, 2000 and Amarjeet Balihar while holding the charge of SP, Pakur laid down his life at the altar of duty on 2nd July 2013.
Patriotism cannot be injected in veins. One is either born with it or otherwise and Khaki has been synonyms with Patriotism. We owe peace and harmony to these policemen who over the years have stood to protect the national honor and integrity.

Salute to these Heroes who sacrificed themselves for our present and future.
